Abstract:
Many commentators and researchers have debated whether the Internet is ultimately a force for freedom of expression and political liberation, or for alienation and repression. This lecture will discuss why it is time to to stop arguing over whether the Internet empowers individuals and societies, and address the more fundamental and urgent question of how technology should be structured and governed to support the rights and liberties of all the world’s Internet users.

Brief outline:
- Discussion of questions that emerged during and after the Arab Spring
- The China case: how censorship and surveillance is delegated to the private sector
- Brief discussion of issues arising in Russia and implications for other transitional societies
- Mistakes being made by both new and established democracies around the world
- Civil society responses
- Research gaps and questions
